A watch item never appears on the map. There is no parcel to put it on — that is precisely what makes it a watch item and not a facility.

How an item leaves this page

When a watch item's county files a parcel-anchored application, it becomes a registry facility. When a county adopts a ban and no project exists behind it, the item closes and the county is certified as having none.

Items do not move because a situation feels more or less likely. They move when the record moves.
